Fixes:
- Bugzilla 10041 - ARP and DHCP cannot forward to master CPU on stackable device. DUT is picking the Fall back IP after the Reboot process, when DHCP is enabled in the DUT
- ExtBugzilla 164 - ACL can't set frame type to IPv6
