A new set of hotfix drivers for AMD legacy graphic cards is available for download. They come with WHQL (Windows Hardware Quality Labs) Certification and are crafted for AMD Radeon HD AGP series.

The bits developed for AGP based video cards only are here to address a compatibility issue that might occur during Catalyst drivers installation process and one that is related to a conflict between Microsoft DirectX and Radeon HD AGP series cards.

As far as chipsets go, the package is intended for AMD Radeon HD 4xxx, 3xxx and 2xxx series, AGP based graphic cards.

No Windows 8 support for this package, but Microsoft will allegedly include the necessary drivers to connect legacy AMD cards in its latest operating system.

Although it's touted as a Hotfix driver by AMD, we think that this is the final version of 12.6 Legacy driver, given the fact that it comes with WHQL certification found in the name of the download links, and is out of beta stage – 12.6 Legacy Beta drivers available at this link.
