If you intend to apply this upgrade, first ensure that your console is currently running Sony PlayStation 4 Firmware 3.50 or an older version, and only afterwards save the appropriate .PUP file.
Specifically speaking, Sony has provided an upgrade package (approximately 287MB) that requires you to use an FAT32-formatted USB stick, create a “PS4/UPDATE” path on it, and save the downloadable .PUP file in the “Update” folder.
