Fixes:
- 8139 change to deserialize mode
- Fix nic ip address become abnormal when wake up from S1/S3/S4
- Fix nic report wrong Tx error during driver initialize
- Add "Wake-On-Lan Speed" option in advanced NIC properties, default is 10Mbps
